Royal Canadian Navy : HMCS Naden, 1943/44.

It may be possible to find the location of this training facility by researching the negative number on the back. Colin Nicolson says he remembers that his father said he was trained in Western Canada, which makes sense since all of the recruits who signed the back of the photo were from Western Canada. The logical location would be HMCS Naden in Esquimalt, B.C.

Possibly training divisions Hood I and Hood 2. But what does "B-170" refer to?
Colin Nicolson wrote the men's surnames in row order in the top half of the back of the photo. Names marked with an asterisk [*] differ slightly from the signature in the bottom half:
