Group of 23 men, almost certainly from HMCS Protector II. Ronald Edward Gillis is in the front row, 2nd from left. The only visible trade badges are three for Signalmen, so this may be a departmental photo. The wooden decking seems to be the same as in the photo below.

Photo is titled "Anson Division / HMCS Protector II, March, 1943".
Ronald Edward Gillis is in the front row, 2nd to the right of the Chief Petty Officer.

According to the entry in Wikipedia, HMCS Protector II was opened March 15, 1943. It was located in Sydney Harbour, in north-eastern Cape Breton, and was one of the major supply and repair bases during WW2 and into the early 1960's.
